I have never met Jana Kunicova, and have never set foot on Caltech.

"Research fraud is historically a rare occurrence, especially at Caltech, where all members of the community are bound by a very effective code of honor. However, should an instance arise of either real or apparent fraud, the Institute must act swiftly and decisively, while affording maximum possible protection both to the "whistle blower" (complainant) and the accused (respondent. That is the intent of the Caltech policy.

"I contrast the results reported in the paper with the results reported in Jana Kunicova's book MS and her doctoral dissertation (Yale 2003).

It is also compared to the previous version which was submitted to AJPS in September 2005
The most serious (possible) falsification is the claim that the results (that presidency increases corruptions) were obtained based on the sample of democratic countries only, while in fact, the actual sample included at least 16 highly corrupt, non-democratic presidential regimes, such as Iraq, Iran, N. Korea, Syria, Cuba and China among others (see the full list of countries below)

Yet there are also many other problems, such as inflating the statistical significance of the results (because even in the sample of 123 countries the claim was not supported)

DEFINITION OF RESEARCH FRAUD

"Research fraud" is a form of scientific misconduct involving deception. It should be distinguished from honest error, which can occur inadvertently in any enterprise. It is often difficult when confronted with an allegation to determine where along the spectrum from error to fraud a particular case will lie. It includes:

  • Falsification of Data - Ranging from fabrication to deceptively selective reporting, including the purposeful omission of conflicting data with the intent to falsify results.
  • Plagiarism - Representation of another's work as one's own.
